This scam, like the others (including "Bin Laden's Death Video" and "Amazing Rollercoaster Accident") will entice you with something "Amazing", into completing a survey.
These are just moneymaking schemes. These surveys make the person money overtime you complete them (and they are really a pain in the neck).
If you allow the App, then they normally request Your Basic Information, Permission to Post on your Wall, Permission to Post on Friend's Walls. Basically, this is FREE ADVERTISING.

Some other stuff (people have commented on my Warning Status):
Look out people! Do not EVER fall for these things. Avoid Facebook virals.
They could contain a virus. You won't know until you get it.
Finally, if it ever asks you to do a survey, DON'T DO IT. Facebook will NEVER ask you to complete a required survey.
