You make a good point. We need that to help us fight with spam.
When making a list like this we should either count positive votes only (+1, +2, +3) or find a way of ignoring negative votes given for spam.
Either way, thanks for your input on this. We shouldn't make any "hall of shame" lists for now. Keep up the good work downrating spammers. We'll find a way of fixing this.
