      Because it's actually just messing with the image that your eyes portray in your mind. As your eyes start to un-focus, you start seeing to see a contradictory movement with the exact same colors. The effect is that when you look away, your eyes don't see the lines anymore, but your brain still thinks it is. So your brain makes your vision wavey. (This is my idea of it, not proven in any way xD)

    it happens because of the inward moving cicle + outward moving around it. your eyes get used to the moving and evantualy whem you look away your eyes are thinking it is still going in wherever you look
