        no. the light waves would still be travelling right now towards that point. The moment the mirror is put there, the waves start to be reflected.

        But you do have a point, you wont be able to see until the mirror has been there for 10 years (you would see the mirror being constructed 10 years later on).

        So, its a 10 year project, not 20 year.
