No, the white dots represent people living off over $100,000 and the blue represents those on less than $1,000. I'm wondering why there is no in-between bit.

Well, if you think about it, in places like Brazil, most people are very poor, with the few massive businesspeople showing gaining massive amounts of money. It happens a lot.

but it's not that there's no one above an amount, there's a blank space. If you can get above 100k why not below slightly?
