The problem was, Bush's administration was under the impression that terrorism can be fought with an army...it can't. You want to catch the most wanted man in the world, espionage, information and overall discretion are your best bets. Obama understood this, hence he was more successful than Bush.
I could also go on about Bush's detour in Iraq and not focusing on Bin Laden that whole time, but that's another rant for another post.

To be fair, and I'm just posing my point on definite statements, you can destroy terrorism with War. Nuke 'em. But the point then is how do you justify the means?
I agree that Information was the way to go, but Obama independantly did as much as Bush did, if not less. They were Presidents, one branch of the government. People act as if Bush and Obama did this on their own. The CIA and the Navy SEALS did it. The presidents merely asked Congress for permission.
