If you are in Jr. High or Highschool (which by your attitude, I would guess you are), then you should first try and hang out with the same people as her and get to know something about her. After that, starting a conversation should be easy and then asking her out will be even easier.

Just asking a girl out who doesn't know you and has never talked to you, is doomed to fail.

What if your slightly unattractive, never had a girlfriend, and you're a junior in high school (11th grade in the American system)? Because i'm all of those things. All the girls i've truly liked (actually cared for and not just a girl you get over in 2 days) have either been taken, I start hanging out with them and then they stop talking to me, or they've moved away, or they just have no interest in me. I'm willing to admit that i'm unatrractive so I can't exactly walk up to any girl I like and just ask her out and expect a good outcome.
