Not true. All the stuff on deviantart that has watermarks and stuff on it needs to have the original author's permission before you can edit and redistribute it. You can save the picture and edit it all you want, but if you repost it as your own work after doing so, you're pushing copyright infringement.
Yeah, but you don't have to worry about doing that if you get the author's permission first. Plus, some people put a little bit of their personal information on their accounts, so if they're stupid enough to do that and plagiarize someone's work, then they can get into a bit of trouble.
The global community has come into veiw.
