It's funny because radiation is currently leaking into the atmosphere and people in Tokyo have been advised to stay inside. Not exactly intact and contained...

The levels are thought to be 8X the legal limits actually, hence the evacuation of people within 30km.

I think you'll find less than 2% of Japan's population has been made homeless as a result of the tsunami and Tokyo is the largest, most populous city in Japan, housing about 11% of Japan's population. Hence, the fact that all of these people have been advised to stay inside is quite a big deal - I'm not sure which part your having trouble with...
