In germany it is okay at age of 14 as long as the guy isnt more than 2 years older and with 16 they can do whoever they want.

yea i think thats a general rule of thumb they know people of that age tend to start expanding on who they date and have sexual relationships with so the two year rule would protect the guy from getting screwed over by some crabby bitch he nailed at a party. (you know they're out there and there are defiantly girls that will fuck you over by doing this)
